Service to her community was an early lesson for Judy Baker. Born in Columbia, Missouri, Judy grew up on Naval bases around the country where her father served as a Naval doctor and her mother taught school briefly. They taught her the importance of a good education and access to quality medical care. And wherever they went, her family was very involved in their church where she learned the power of serving others. These lessons have stayed with her through her life. Judy received her Bachelor of Science in Education Psychology from the University of Missouri-Columbia in 1981. She also received a Master’s Degree in Divinity from Southern Seminary in Louisville, Kentucky, and a Masters in Health Administration from the University of Missouri-Columbia. Judy spent several years in the private sector working as a Health Care Administrator where she quickly gained a reputation for her ability to reduce costs and deliver services more efficiently to patients. In 2000 she saved a group of rural health clinics from closure. She was also an Adjunct Professor of Managerial Economics at Columbia College in Columbia, Missouri. In 2004, Judy was elected to the Missouri House of Representatives. She quickly rose through the Democratic ranks to become a ranking member on the Budget Committee. She has been recognized as an “Emerging Healthcare Leader” by the National Conference of State Legislators and received several awards including the 2007 committed Statesperson Award from the National Multiple Sclerosis Society and the 2008 Missouri Parent Teacher Association “A Better Missouri for Children” award. In addition to her legislative duties, Judy has served on the boards of the Boone County Community Partnership, the Mid-Missouri Community Action Agency, the Center for Health Transformation and the Bradford Farm Research Center. She is a former member of the Columbia Kiwanis Club, the Healthcare Information Technology Champions for the National Council of State Legislators and the Griffiths Leadership Society for Women. Judy is a member and former deacon of the First Baptist Church in Columbia where her husband John serves as senior minister. They have three children, Sarah, Lauren and David.
